Tuition Fee Exemptions

Am I eligible for a tuition fee exemption?

To be eligible for this program, you must be an international student, that is:

  • you have come to Quebec to study and studying is your primary activity; and
  • you are neither a citizen nor a permanent resident of Canada as defined by law and the Immigration and Refugee Protection Act.
  • You must also meet the selection criteria that may be set by the CEGEP where you are enrolled.

To be eligible for the exemption, you must also meet the following conditions:

You will have priority if you are living outside of Canada when you file your application because the goal of the Tuition Fee Exemption Program is to increase the number of international students in the College system.

The Tuition Fee Exemption Program for international students is funded by the Quebec Ministry of Higher Education.

Duration of the exemption

You may be eligible for an exemption that covers the entire regular duration of a technical program, a maximum of three years. To maintain your exemption, you must be a full time student in the Fall and Winter terms in the program for which you are receiving the exemption.

Your eligibility for a tuition fee exemption is not based on the length of your stay in Quebec, but on you meeting all the requirements for a diploma of college studies (DEC). You may receive an exemption for a period of less than three years as long as your objective is to obtain a DEC during your stay.

 Withdrawal of tuition exemption

Your tuition fee exemption may be withdrawn at any time if:

  • You are not registered for a Fall or Winter term.
  • You transfer to another school (your exemption will be withdrawn).
  • You no longer fulfill the requirements of your program.
  • You fail one or more classes.
  • You contravene a regulation of the CEGEP you are attending.
  • You do not fulfill the requirements of Quebec and Canadian immigration authorities (your exemption will be withdrawn).

A tuition fee exemption, once withdrawn, cannot be regained.

Fees and Financial Capacity

You must pay the other fees as they apply to Quebec students, as well as the premium for the group health and hospitalization insurance plan for international students in private colleges and CEGEPs (CAD $ 936 for the 2017-2018 academic year).

Note: to obtain your CAQ for studies, your federal study permit, and (if required) your work permit, you must meet the criteria set out in Canadian legislation for international students in the country. Amongst other elements, you must demonstrate that you are financially capable of meeting your needs while you are in Canada to study.

Applications from CEGEPs located in the following regions will be prioritized:

  • Abitibi-Témiscamingue
  • Bas-Saint-Laurent
  • Capitale-Nationale
  • Centre-du-Québec
  • Chaudière-Appalaches
  • Côte-Nord
  • Eastern Townships
  • Gaspésie-Îles de la Madeleine
  • Laurentides
  • Mauricie
  • Montérégie (some CEGEPs)
  • Outaouais
  • Saguenay-Lac-Saint-Jean

How do I submit my application?

You must communicate with the CEGEP where you have been admitted. You must have been admitted to a CEGEP in order to submit an application. The CEGEP will give you the form and deadline by which time you must submit your application, filled out and signed.

Deadline

The deadline to submit an application for 2018-2019 is April 9, 2018.

Note that the Fédération des cégeps will only process applications that are complete as of the application deadline. Furthermore, a candidate applying from more than one institution will have their application rejected.

Exemption renewal requests must be submitted no later than April 9, 2018. They will be processed as soon as transcripts from the Winter 2018 term are received.

There is no fee to apply to the the Tuition Fee Exemption Program for international students.
