Mandatory health and hospitalization insurance

Under Quebec law, international students must hold a health and hospitalisation plan for all the duration of their stay1.

Depending on your home country, different options are available:

1. Reciprocal Social Security Agreements

Students coming from the following countries can benefit from free coverage by the Régie de l’assurance maladie du Québec (RAMQ)if they are enrolled in their country’s social security.

Please note that: dental fees, eye exams, glasses and medication are not covered.

In order to enrol in Quebec’s Health Insurance Plan you must procure the following original documents before your departure for Quebec:

  • Belgium: BE/QUE 128 form
  • Denmark: Denmark health card
  • Finland: SF/Q 4 form
  • France and its territories: please visit the section of our website on this subject
  • Greece: GR/QUE 6 form
  • Luxembourg: LUX-QUE 4 form
  • Norway: certificate from HELFO (Norwegian Health Economics Administration) or NAV (Norwegian Labour and Welfare Administration)
  • Portugal: POR/QUE 4 form
  • Romania: ROU/QUE 106 form
  • Sweden: Certificate from a relevant institution certifying your right to health coverage

You must also bring:

  • Proof of nationality
  • Proof of enrolment in your country’s health insurance plan.

You must provide your cégep with proof of your enrolment in RAMQ in order to be exempt from enrolment in the group health and hospitalization insurance plan for international students.

2. Group Health and Hospitalization Insurance Plan for International Students

If your country is not on the list above, you must enrol in your cégep’s group health and hospitalization insurance plan for international students.

Cégeps will not accept any foreign insurance. The annual fee for enrolment in the group health and hospitalization insurance plan for international students (for the period from August 1, 2019 to July 31, 2020) is $684.

The insurance brochure explains how to enrol in the group plan as well as the fees that are covered.
